Although the new lockdown measures have been announced and businesses are preparing, it is not actually decided until the MPs vote for the plan.  Many Conservative MPs are opposed to it and will vote against the lockdown.  Boris says the lockdown will stop by 2nd of December and then there will be the Tier system again but that could go on for months afterwards.  No one knows what evidence is needed for the decision to stop or continue after 2nd December.  The hospitals say they situation is very bad just now but the new lockdown will take at least 2 weeks to have an impact.
Starting Friday, there is a plan to test 500 thousand people in Liverpool to find out how many have the virus even if they have no symptoms.  Everyone living and working in the city will be tested.  They will have to convince all the people to come in for the test.  The army are to help with this.  If it is going to be successful, they will also have to convince people who test positive, to self-isolate.  So far hardly any people who are told, are self-isolating properly.  They are talking about reducing the time from two weeks to one week.
Local people in Yate, a town near Bristol are furious that an illegal Halloween Rave happened in a warehouse in the town.  The police had to come from different areas but they were not able to prevent up to 700 people attending.  They switched off the power but the organisers had their own generators.  There was some fighting and police arrested 8 people.  There were still groups of young people wandering around the streets on Sunday morning.  Residents say this was irresponsible since the Government had just announced the lockdown because of the spreading of the virus.
